China Tax Refund in Yunnan: A Guide for Foreign Travelers

Check the store before paying, keep the goods unused and complete customs verification when leaving China.

8 min read

Foreign travelers can claim a departure tax refund only for eligible goods bought from a registered tax-refund store. The safest sequence is to identify the official store sign before paying, use the same name and travel document throughout the process, request the sales invoice and departure-tax-refund application, keep the goods unused, and allow time for customs and the refund agent at the port where you leave China. “Refund upon purchase” gives an advance payment in the shop, but it does not remove the final departure procedure.

This guide was verified on October 4, 2026. Store participation, refund channels, airport counters and operating hours can change. Confirm the shop’s status before payment and the departure-port process before traveling to the airport.

Why this matters in Yunnan

Yunnan has been expanding services for inbound shoppers. The provincial commerce authority reported 478 newly registered departure-tax-refund stores and named major Kunming shopping areas including Shuncheng Shopping Center, Wangfujing, Kunming Department Store and Spring City 66. Shuncheng has also begun offering refund-upon-purchase service.

This creates a useful opportunity for travelers buying crafts, design products or other Yunnan goods. It also creates room for confusion. A shop may accept international cards without being a tax-refund store. A tax-refund store may offer the standard departure process but not an advance refund. A shopping-mall promotion does not prove every tenant participates.

First, check whether you and the purchase qualify

China’s departure-tax-refund rules use the term “overseas visitor.” It generally covers foreign nationals and people from Hong Kong, Macao and Taiwan who stay in the Chinese mainland for no more than 183 consecutive days.

The purchase must meet the current conditions. In particular:

  • it must be bought from a registered tax-refund store;
  • the same traveler must spend at least RMB 200 in the same store on the same day;
  • the goods must be eligible personal items and remain unused or unconsumed;
  • the traveler must take the goods out of China personally, in carry-on or accompanied checked baggage;
  • the departure and entry time limits in the current rules must be met.

The RMB 200 threshold applies to the same person, same day and same registered store. Receipts from unrelated shops cannot normally be combined simply because they are in one mall.

Food already eaten, services, accommodation, transport and goods used during the trip should not be assumed eligible. Ask the store before paying when the item is consumable, customized, delivered separately, restricted for export or difficult to show at customs.

Look for the official store, not a generic “tax free” claim

Before payment, ask whether the exact shop is a registered departure-tax-refund store and whether it provides:

  • the standard departure refund only;
  • refund upon purchase;
  • both services; or
  • neither service.

Show the travel document you will use to leave China. Make sure your name and document number match the application. Request the valid sales invoice and the Departure Tax Refund Application Form for Overseas Visitors. Check the store name, purchase amount, goods and traveler details before leaving the counter.

Do not rely only on a cashier saying “you can get tax back at the airport.” Ask to see the official tax-refund sign and confirm that the store can issue the required application.

Standard departure refund: what happens

With the standard process, you pay the purchase price in the shop and receive the invoice and refund application.

Keep the goods unused and accessible. Before checking them into baggage, follow the departure port’s instructions for customs verification. Customs may request the goods, application, invoice and your travel document. The refund agent in the restricted departure area then reviews the verified information and processes the payment through the available channel.

From July 1, 2026, applications with refund sales below RMB 10,000 are subject to random physical inspection, while applications of RMB 10,000 or more continue to receive item-by-item physical verification. “Random inspection” does not mean travelers may pack goods where they cannot be produced. Arrive prepared for inspection.

Cash refunds are subject to the current limit; transfers have different arrangements. Ask the refund agent about available currencies, cards, mobile-payment support, fees and processing time rather than assuming the full VAT shown on a receipt will be returned immediately.

Refund upon purchase is an advance, not the final refund

At a participating refund-upon-purchase store, the traveler signs an agreement and provides an eligible credit card for pre-authorization. The shop or refund agent issues the application and pays an advance equal to the expected refund.

The traveler must still leave within the promised period, present the goods and documents when required, and complete customs and refund-agent procedures. If the traveler does not meet the conditions, the advance can be recovered through the card pre-authorization.

National policy extended the refund-upon-purchase departure period to 28 days in 2026 and supports completion at an eligible port in another participating region. However, the exact agreement, supported cards and port arrangements still need confirmation for the actual purchase.

Never treat an advance refund as unconditional cash back. Photograph or retain the agreement, know the promised departure date and keep sufficient available credit until the authorization is released.

Leaving Yunnan via another Chinese city

A traveler may shop in Kunming but leave China through Shanghai, Guangzhou or another city. National policy now promotes cross-region completion for refund-upon-purchase transactions, while the wider departure-tax-refund system also supports eligible processing across participating regions.

This does not mean every airport, land port or transfer route has the same counter, hours or baggage procedure. Confirm:

  • the first point at which you formally leave the Chinese mainland;
  • whether customs verification occurs before baggage check-in;
  • the terminal and operating hours of customs and the refund agent;
  • whether an overnight domestic connection changes access to the goods;
  • whether the actual port handles the transaction type shown on your paperwork.

Do not place refundable goods in checked baggage until the relevant port instructions are clear.

Build the refund into the final day

Tax-refund procedures should not be squeezed into a short connection. Keep the invoice, application, agreement, passport and goods together. Use one checklist for every purchase rather than mixing documents from different travelers.

If shopping is an important part of the trip, schedule it before the final morning. This leaves time to correct a name, invoice or form while the shop is still reachable. The Yunnan souvenirs guide can help check whether food, plants, seeds, medicines and cultural products can actually be taken home. The local-market guide explains why an interesting market purchase is not automatically a refundable or exportable purchase.

Frequently Asked Questions

Can every foreign tourist receive a tax refund in Yunnan?

No. The traveler, store, goods, spending amount, time limits and departure procedure must all qualify.

Is every shop in a participating mall a tax-refund store?

No. Confirm the exact tenant before paying and request the official invoice and application form.

What is the minimum purchase?

The current national threshold is RMB 200 for the same overseas visitor in the same registered store on the same day.

Can I use the goods before leaving China?

Refund goods generally must remain unused or unconsumed. Do not wear, eat, open or otherwise use them unless the store or authority confirms eligibility.

Does refund upon purchase finish the process in the shop?

No. It is an advance supported by credit-card pre-authorization. Customs and refund formalities must still be completed when leaving.

Can I shop in Kunming and leave China from another city?

Often yes, when the store, transaction and departure port participate and the conditions are met. Confirm the exact port and baggage process before travel.

Sources and verification

Verified October 4, 2026. National rules are based on the 2025 six-department policy lowering the same-day, same-store threshold to RMB 200, the State Taxation Administration’s refund-upon-purchase procedure and the 2026 measures on random inspections, paperless processing, cross-region completion and the 28-day period. Yunnan store expansion is reported by the Yunnan Department of Commerce; Shuncheng’s current service is described in a September 29, 2026 Kunming report.

Rules, participating stores, supported payment cards, refund counters and operating hours change. Project Unicorn can help place shopping and departure time into a Yunnan itinerary, but does not act as a tax authority, customs office, refund agent or guarantee eligibility.
